Integrated Wasteland Development Programme (IWDP)

Development of wastelands mainly in non-forest areas aimed at checking land degradation, putting such wastelands of the country to SUSTAINABLE use & increasing bio-mass availability especially that of fuel wood , fodder , fruits, fiber & small timber. Government of India taken up this colossal task through its INTEGRATED WASTELAND DEVELOPMENT PROJECT SCHEME (IWDP) by revitalizing & reviving village level institutions & enlisting people's participation. It was people's own programme which aims at giving them actual decision making powers in terms of project implementation & fund disbursal.

 

The IWDP scheme was implemented in 23 districts of the state except Puri, Jagatsinghpur, Bhadrak, Kendrapara, Boudh, Kandhamal and Nuapada. Under the scheme 1009 Micro Watershed Projects were implemented. Before 1.4.2000 the funding patter of projects sanctioned was 100% (central sector scheme) with a cost norm of Rs4000/- per Hectare. After 1.4.2000, the funding patter of the projects become 11:1 between Centre and State with a new cost norm of Rs 6000/-. The total outlay for all the sanctioned projects was Rs.288.57 crore for treating 5.16 lakh Ha. An amount of Rs.287.58 crore has been released by both Govt. of India and Govt. of Odisha. against which Rs.270.43 crore have been released by treating 4.36 lakh hectares.

 

The Integrated Wasteland Development Programme (IWDP) was a Centrally sponsored scheme of the MoRD. The Scheme was being implemented in 23 districts of the State including seven districts namely Puri, Jagatsinghpur, Bhadrak, kendrapara, Boudh, Kandhamal and Nuapada. The project covers 1046 microwatersheds of which 246 projects were sanctioned prior to the establishment of OWDM.

Till March 2000, IWDP was receiving 100% grant with a cost norm of Rs. 4000 /- per Ha from GoI for execution of the Scheme. But with the new cost norm of Rs. 6000 /- per Ha coming into effect from 1.4.2000, the additional of Rs. 2000 per Ha came to be shared in the ratio of 3:1 between the GoI and the State government. Overall this resulted in fund sharing in the ratio of 1:1, out of the total 12 parts, 11 parts of the total is to be supported by the GoI and the remaining by the remaining by the State Government.

Till Date, 168 micro watersheds have already completed its execution process in ten districts of the State. With the completion of these projects, total area treated was 77198 Ha, i.e. 88.28% of the targeted treatable area.
